It's interesting that "human" is not a mental model -- aka search image -- that the bull recognizes immediately. Not enough of them in his environment growing up to form that model/image. If she was moving, it would respond to movement. As it is, for the first few seconds, he just sees a tree or tall stump. Then comes that "Oh, s***" moment, when he gets it.

I watched this video several more times. Note the 4 deep breaths the Elk takes before he bolts off. He was called in and when the scent didn't match with what he was hearing, he took off. These guys live by scent.
